The fault can only be one of two things.
The instrument cluster, or the wiring from the sensor to the instrument cluster. To test this you will need a multimeter set to ohms. Use a long piece of wire and connect it to the plug wires one by one. Remove the instrument cluster and trace the same color wire on the plug connecting to the instrument cluster if all the wires read then the fault is inside the instrument cluster. It usually is the instrument cluster that is faulty. We here in South Africa have people that do repair them so in the United States it will be the same.
