I'm working on a coolant system problem on my 2002 Jetta with the 1.8. The fans were not turning on unless I was running the air conditioner. While trouble shooting, starting with the fuses, I found the 40 amp flat metal fuse on top of the battery was blown. I fixed that, still no fans. I read in a forum to check fuse number 16 under the dash, when I pulled it out, the fans kicked on. And they run, as they should, after I turn the engine off. How does that happen?

do you have manual a/c or automatic a/c climate control?

temperature is just about right

might need to read a little higher to turn the fans on
