1999 vw passat will not spin engine over selonoid is new and new bat and rebuilt starter that was bench tested . part of the time the small wire to the starter has 5.6 volts on it and some times it has 12 volt on it but still does not spin over or click either. moving shift lever dones not change anything . Got 12 volts on the large wire at the starter all ways . or to my best i can tell. is there a starter relay that could cause the problem and if so where would it be located.

Hello, Welcome to Just Answer.

There is a relay on the thirteen fold relay panel near the fuse box inside the the car. The starter relay is the fourth relay from left to right on the relay panel.

The relay might be the cause why the starter does not activate when you turn the ignition key.

This should rectify the problem but should you need more information do not hesitate to ask.
