Hi Eric: I have been away for three weeks or so but am back and trying once again to get to the bottom of the fuel problems with this 1996 Jetta 2 L. The fuel pressures are close to the readings you gave me, a couple pounds lower. It still over fuels badly.

Ok, take a long screwdriver and with engine idling, place the tip of it against the top of each injector one at a time and put your ear to the handle to listen to them. See if one is clicking faster than the others, indicating that it is opening and spraying more than the others.
