Hi. Does the cabin fan work? Was the freon checked to make sure it's full? Was a scan test performed on the climate control system?Please let me know

Yes and yes. What is a scan test. It cools somewhat. Takes at least 10 minutes for any cooling. If it has cooled earlier in day when you get in it doesn't take as long to cool. Never cold.

The Ac clutch is suspect to me.

scan test is where a computer scanner is hooked up to the diagnostic connector under the dash to read faults. and read sensor values to compare and assess if any of the sensors are reading out of range. do you have a set of a/c gauges to read the pressures while operating and what were they reading?

Had gauges on reading 70 /200.

70 seems too high !!! are you sure its not overcharged ? do you have a machine to suck out all the freon and put the correct amount?

Already evacuated and recharged. The clutch is not engaging.

the valve for the compressor is working because the pressures are 70 and 200. if the compressor was not working there would be no change in pressures with the high and low side. this does not have a clutch for the a/c it has an electric valve controls in the back of the compressor
