the bubbles in the fluid indicates aeration, from power steering pump shaft failing. the whining indicates power steering pump starting to fail.
The fluid being black definitely indicates the need for fluid change.
Most likely the fluid has lost its ability to cool and lubricate the pump shaft, which has lead to it failing at this point.
you will need a new power steering pump, followed by a thorough flush of the power steering system. This fluid is also in the rack and pinion and can lead to its failure if not flushed
