I would try jumping power directly to the fan, to see if it will run at all with battery power.

The fan control module (not just a relay) is located under the frame rail on the left side (when you are sitting in the driver seat facing forward) of the car. If your compressor kicks on, then the system should be sending out it's signal to the fan as well, so it's likely that the fan motor is burnt out.
