Volkswagen does not wire their vehicles for components that the vehicle is not equipped with. You would have to pull up the carpet and install the harnesses from another car (probably to the back of the fuse box although I'm not positive). They can be from any Passat that is the same body style as yours. You will not be able to install the power seats with memory function without modification and reprogramming modules in the vehicle.

The seats physically would fit, and you'd have to install the wiring. Since I've never had to actually do this I'm unsure where the wiring would go from the seat. I do know that the memory seats talk to the convenience module and I believe they also have a module of it's own. Your mechanic would have to have a very specific scan tool called Vag-Com to do this or he won't be able to program them. Basically if it's not a VW/Audi only shop or a dealership I doubt he will be able to but it's theoretically possible. All of the controls are on the seats. In the end I'd estimate it's going to cost at least $1500 to get it all installed including the seats.
