Why does the Volvo XC90 have no floor or windshield heat?

You may have a few things going on depending on what you're actually experiencing. If the problem is lack of heat then it could be a blend door issue restricted heater core, a coolant leak, or the engine not coming up to proper temperature. If you're unable to change modes then the issue is with the mode door, whether the door itself is broken, the actuator is bad, or there could be a control head or wiring issue.

Not able to change modes although with a pretty cold night it did seem to work better
