Bought 4 new batteries.

I plug in the charging cable to the PC and the light stays red. The batteries turn green out of the camera on the wall charger

Hi,

Do you get any response from the camera (lens movement, LCD image, or power lights) with just the batteries inserted, without the usb cable connected?

Get red light with usb cable connected. Won't do anything else. Without USB and just battery nothing, not even a red light

The Red light indcator light is correct. Allow the camera, with the batteries and the usb cable connected to the computer and camera for at least 170 minutes (or until the light goes out) indicating that the batteries are fully charged. The camera should then power on. If it does not remove the memory card and try it again.

Please keep in mind that my diagnosis & solutions provided are directly dependent on the accuracy of your description of the problem. As with any "do it yourself" fixes, success is a "team effort", since I can't see or touch the camera, and relies on the customer's manual dexterity and ability to follow the instructions well.
