Power off the camera.

On the iPhone, go into Settings then Bluetooth and turn it off

Restart your phone and turn Bluetooth back on

Turn on the camera and try to connect again

Ok done. It still won’t connect. My iPhone says the camera is off, but it’s not, and camera says that it is paired with another device ( which it never has been before). It’s says to select my iPhone in the blue tooth options but blue tooth won’t turn on or give me any options

You don't need to use the camera bluetooth at all -- You use your phone to connect via bluetooth; not the camera.

The camera blue tooth used to be on and show settings, it’s stopped connecting when the Bluetooth on my camera went out. I understand you say it doesn’t need to be on to connect... but the problem is the camera not my phone, my phone has no problem connecting to other devices

Go into Settings

scroll to the last page of the Setup menu, where you find the Reset All Settings option then reset it.

I’ve done that 3 times already should I do it again. I did go online and follow any advice I could fine regarding this issue( which seems to be common) before contacting you...

No, I was not aware that you have tried it already.

If the factory reset did not work then there is a defect with your camera that would need a repair/replacement.
