I have been trying to shoot in shutter priority and it's not

Hello. I have been trying to shoot in shutter priority and it's not working. If I set it at 40 for instance I get the same shutter speeds as when I set it for 1000. Yet when I shoot in sports mode the shutter speed does adjust to say 1000 and does shoot fast. Is something wrong?
JA: What's the make/model of your device? How old is it?
Customer: Nikon D5300 and I've had it for only four months
JA: How long has this been going on? What troubleshooting have you tried?
Customer: Just today. And I adjusted the ISO to about 800 to see if that might do anything and it doesn't
JA: Anything else you want the electronics expert to know before I connect you?

If you put the camera into Manual Mode, can you then adjust the speed?

Thank you Richard, but I found that when I re-booted my camera the shutter priority mode worked just fine.
