I'm sorry about the issue. Is this a brand new camera?
When you turn on the camera, then plug it to the computer, does the computer makes any sound?
, does it show anything on the camera's screen and/or on the computer's screen?
What's the brand / model of your computer? Is it a laptop or desktop?
Do you have windows xp, vista, or 7, or 8, 10, or mac computer?

It is a brand new camera.
Nothing is shown on the computer screen or the camera screen. The computer makes no sound.
It is a HP 23"/INTEL CORE 15- 4570t/8GB/1TB and the Model# *****#AB
I run Windows 8.1

Is the camera's USB cable able to charge the camera?

Does another USB device work on your computer, such a printer or an external USB hard drive or a USB flash drive, etc.?

If you have another computer, does that computer makes any sound or detect the camera when it's connected?

The only other USB connected device is a printer
The other computer(a HP desk top) that is disconnected-did make sound when the camera was connected.

Turn off the camera, then connect the USB Cable securely to both the camera and the other / old HP desktop
, then turn on the camera, then press the play button (the triangle button) on the camera
, then click on Start, then click on Computer (or My Computer)
, then does the camera device or camera's driver letter show up there?
Try the same steps with the HP 23" computer also.

The camera is battery powered and I have a new charged battery in the camera.

OK. Please try: Turn off the camera, then connect the USB Cable securely to both the camera and the other / old HP desktop

I am unable to try the new camera on the old computer for the reason that the computer is boxed up and is in storage.
Turned the camera off
Connected the USB cable to the computer and the camera
Turned on the camera
The camera screen is black
None of the camera buttons work

No USB cable came with the camera. Canon thinks I would have a WI-FI connection- I don't.
I am using an old cable from a another Canon camera. It is called IFC -400PCU.
The old cable does work-recently downloaded from the old camera to the computer.

If you still have the old camera, can you see if it still works with this USB cable and the computer?
Also, did you download / install the Software -> Digital Camera Software for your camera model at the Canon website below:

OK. Went on the Canon site and downloaded both software programs.
After the download a screen came up with the following info:
Error 403 Forbidden
From RFC Hypertext Transfer Protocol- HTTP/1.1
10.4.4.403 Fobidden

Can you get an external USB memory card reader for about $10 from your local computer store or Office store, like Best Buy or Staples / Office Depot, etc.? Please let me know. Thank you.

OK, then connect the USB memory card reader to the computer, then take out the memory card from the camera and insert it to the card reader, then see if you can transfer photos. Please let me know. Thank you.

I connected the memory card reader to the computer and inserted the camera memory card into the reader-nothing happened.

I'm sorry. After connecting the memory card and inserting the memory card
, open Windows Explorer (or press at the same time the two keys Windows and E on the keyboard)
, then click on This PC (or your computer name on the left)
, then check all the drive letters, except the C: drive, and see if the pictures / DCIM folder are there.
