Unlike Nikons latch system, the Canon flash release uses gears to open and close the flash head. an obstruction in these gears would create the malfunction you describe. Also, debris or contamination in the hinge mechanisms can produce this malfunction.Try cleaning around the opening surfaces where the flash head meets the body. If you can gently lift up on the front edge of the flash while pressing the release button may help in raising the flash.
