I have a coolpix E3200 that seems to be OK except that the "shutter" will not operate when the shutter release button is pressed. Batteries are new and the camera worked last time out about 3 days ago.

To be honest, you have done a lot already of the trouble shooting, and it points towards the mainboard or the shutter contact on the board as faulting.
But can you remove the batteries and let the camera sit for 20 minutes, then put the batteries in and turn it on. This will remove all residue power which can cause this.
Then try to take a photo
