Hi I purchased a new LUMIX DMC-ZS19 camera about three weeks

I purchased a new LUMIX DMC-ZS19 camera about three weeks ago and the "Eyelid Lens Cover" is now lazy and doesn't fully open or fully close.
Can I do something to fix this?
Hi there and thank you for using Just Answer. My name is XXXXX XXXXX I'd be happy to try and assist you with your issue. Assuming the battery is full charged your camera is defective or it suffered some type of physical trauma. There is a chance there is sand lodged in between the lens and the camera housing too which you can try to work compressed air around the area without shooting the glass. Either way, these are not hobbyist type repairs and should be left to a Panasonic repair shop. Personally, I would return it to the store as defective. If it's giving you trouble already, then it's not going to improve. You can always try Panasonic support but they will most likely tell you to send them the camera or return it.
