Think of an itchy bug bite, the more you scratch, the more irritation there is. She has an active eyelid infection or conjunctivitis. Not pink eye, but similar to in children.

With mice it's hard to stop the rubbing, with a dog or cat we would put on an E-Collar. Use artificial tears in both eyes every 2-3 hours to flush & help with irritation. Over the counter eye meds are not safe due to very small size
