If you have a tight ring of skin and the steroid cream has not helped, then a circumcision is the solution in my opinion. The only benefit you would get is the maintenance of your erections from the removal of this band of tissue. The main risks are bleeding and infection, but otherwise, there are very minimal risks. I would recommend a circumcision in your case. Hope this helps.
