Steroid creams can be tried as a first option in such cases for 4 weeks or so.If it is not helping then surgery is the next option.
So it would be entirely correct in your part to ask for a definitive treatment like circumcision since the conservative treatment has failed.
You should see your doctor who would address the problem in this manner.

But you have problems like pain and loss of erection because of this and is good enough reason for a circumcision.
The best way would be to emphasize on the fact that the foreskin gets stuck backwards which is sort of emergency and it is very painful and almost takes very long to get it forward.This is a very good indication for surgery and will definitely be taken seriously.
If still no hopes, then take a second opinion.
