Sorry for the delay. You have something called phimosis which will cause the pulling of the foreskin when you have an erection. This can be fixed 2 ways. The first way is by doing 2 months of a steroid cream on the foreskin. This can loosen things up and fix the problem. The only other way to fix this is with a circumcision to remove the foreskin.
