traffic law uk, the bus lane always start in angle with a discontinuous line, then what means this discontinuous line in angle when the bus lane start? does it means cars and motorbikes can go inside and out in the space that the discontinuous line is before getting continuous?

THE QUESTION IS EASY is just about the discontinuous line that there is when a BUS LANE start, if somebody is in a lane that suddenly become a bus lane and go out of it while the discontinuous lines are, can he be fine? thanks
