Really you should get building regs approval prior to any work which you want to carry out to the property in the circumstances you describe.

Conversions of properties require approval under the Building Regulations.

You may need to consult the Fire Service regarding issues relating to fire escapes.

In addition the Housing Act 2004 requires that sub-divided buildings meet standards and houses in multiple occupation are licensed. As such I would suggest that you contact the planning department at your local council who can assist you with this process. I hope that this helps and please rate positive.
