I have a leylandii hedge which has been there 25

Hi I have a leylandii hedge which has been there for some 25 years, about 7 years ago there were some new houses built in the same road, one of the houses backs on to my garden, this is a well established hedge line and was in place well before the new build I realise there is legislation relating to leylandii hedges being too tall, these are about 15 ft max and are trimmed every year. My query is can the neighbour insist on reducing them to 6 ft I understand about reducing them by a third but can they go further than that in time?
