I had a 12 month tenancy agreement signed in July 2011 with a 3 month notice period required on either side. Since this expired we have been on a rolling agreement. Am I still tied to the 3 month notice, or is it now one month as some people have suggested to me?

You are not.

You are now on a periodic tenancy agreement because the old AST rolled over into one automatically unless you signed a fresh AST.

That will mean that you will only need to give one months' notice on or before the rent date.
