We own a flat on the top floor of a black of flats. There is a flat roof next to us (with no door to it) that we want to extend onto as a roof terrace. Within this block there are two similar flats that have a roof terrace in the same way we want one (but theirs have been there sine the building was built in the 1930's ...theres more backstory here to do with it use to be a residents restaurant then when they were converted to flats the terraces became part of the flats demised premises). How would we go about asking the freeholders permission to create a terrace and what are the main legal blockers ?
