the only way around this would be to put a cold water header tank in above your unvented cylinder and feed the cylinder from this. you can then pump the cold water into the unvented cylinder with a house pump.
Not very practical but the only solution I can see.

Hi again. This is the way they suggest you pump an unvented cylinder from a tank if you need to. The pump only switches on when it senses a flow or has a pressure drop so wont over pressure. If you bought a 3 bar house pump it would only pressure the tank to 3 bar then stop. When you switched on a tap it would feel a pressure drop and the pump would switch on giving you a three bar supply.
