VerifiedHi I am Rick, UK Plumber, and I specialise on Boiler problems, it is not common for the water table to be high enough to overcome the gas pressure in the pipe prior to the meter (bearing in mind this pressure can be far higher than the pressure in your meter and service pipes) but it does happen, but what also happens is the pipe fills with water that stops the flow of gas, it is most unlikely that water will be pushed up hill and into the meter, (assuming your main supply comes from underground) so we are only left with a boiler fault that is feeding water, (condensate) into the gas system, a simple check will be a PH test of the liquid and compare it with the condensate from the boiler, but a word of caution here as if it is proven to be condensate, then this is aggressive to copper and the gas pipe will probably need replacing if this has been going on for some time, on safety grounds, Rick
