Depending on the control set up you have it could be a diverter valve/zone valve not closing the heating circuit off.

Alternatively, if the system is piped incorrectly you have heat back feeding through the return pipe work. From a cold start, Run the system on hot water only. Feel which pipes are getting warm on the radiators. Then turn on the heating properly. If the other heat starts coming from the other pipe - you have back feeding.

If it is a new problem, then you could have a heavy sludge build up causing this. Otherwise, the pipe that joins the hot water cylinder's return to the boiler has a connection to the heating - which is incorrect. hat connection needs to be re-run so

Will it be Ok if I turn all the radiators off manually? I feel this is could jsut be an operating issue

Turning off the radiators should not cause problems, but it won't fix the problem.

However, when you have turned them all off, check in the loft and make sure there is no water being pumped over and into the F&E tank (the little one).

If this happens then you definitely have an issue with sludge and/or a blockage in the system somewhere,
