Hi there, what an unusual situation!
Ardent Engineering :
From which control do you turn the heating down - the boiler's thermostat on the fascia, or a thermostat within the house?
Ardent Engineering :
You should be able to turn the boiler down on the fascia - thereby regulating the output temperature, this will lower the temperature pumped through the radiators and in turn lower the temperature maintained within the house.
Ardent Engineering :
If the boiler does not respond to this control, then either it is faulty or it is being instructed to provide heat to such a high output - could be a response to the cold outhouse - how cold is the outhouse?

This situation shouldn't be inevitable, and I agree that it is crazy. I have personally installed systems in such situations and have made the necessary provisions to ensure the problem here doesn't occur.

The controls system - both external and within the boiler - should minimise the fuel consumption, so something is amiss.

As I am over 70, we applied to Warm Front, who gave us the new boiler and installed it. In fact I later heard that the installers, who came down from Liverpool, had been sacked by Warm Front.
