In any case, they are obliged to provide you with a Warning Notice - they do not have the authority to shut off your property without written justification.

Whilst on the subject, do not pay British Gas prices for a new boiler - that is the best answer you will get all day.

There isn't a British Standard for this criterion, and there is naturally no "safe recommended level" on which people can make such a case - this works both ways. I'm trying my best to find a definitive answer in the meantime...

In the workplace it's simpler, because people spend only eight-hours or so there and it's taken for granted that CO is in the atmoshpere.

Let's put it this way - I would not sanction the Classification of your appliance on this basis, and my status in the industry is equivalent to Senior Engineer at British Gas.

The problem is, that they may well have identified a loophole here to prevent you from reconnecting the appliance.

But by not issuing a Warning Notice, they have breached the regulations

Yes, your CO detector is correct, to a point, but you could spend more than 8 hours in the building.

You may register 2-3 ppm in the street...

In principle, if you have a correctly calibrated and in-date detector in the room where your detector is located - and that does not raise an alarm, then that is satisfactory (to a point).
