Hi Jamie, I know I will be in December and January with my family in Czech Republic, but then, I planning to travel around Europe without any fixed plan or permanent staying. I will be in some point in future travelling back to UK, to sort out my study, but I won't be (physically) staying in UK. After year of travelling around Europe, I may come back to UK, or if I like the traveling lifestyle I will continue to further places - but as stated above - I don't know where or when I will be in any place.

No, as I wrote earlier, I'm UK resident and I'd like to remain UK resident. I'll be in Czech only to visit my family. I want to keep my UK bank, driving license, etc... in UK.

Well, because I've lived in the UK substantial amount of time and I consider UK as my home country. I still earn money (online) in UK and taxing here. I have UK account and I want to keep it. I have NIN and I'm registered in UK for health care. My GP is here. On my driving license in UK address with Union Jack in the corner. For official purposes, I am based and live in UK. The only thing that ties me to Czech is my family and nationality.
If it would be possible, I'd be without any sort of residency or nationality - but that is very hard to achieve and it'd be extremely impractical. Just imagine yourself without any sort of permanent address you can provide. You can't do it, unless you go homeless, which is something I'd rather avoid.
Hence, I have to be based somewhere, so I can fill in my 'home address' to my visas applications, or when applying for travel insurance, or when setting up online accounts. And since everything I build is based in UK, I will provide my UK address and I will keep my UK residency. Why would I try to get Czech residency, when I haven't even worked there?
Just think of thousands of students who are going every year for a gap year abroad: they still keep their residency. So do I keep residency, as long as I abide to residency rules - which is out of the scope of this conversation anyway.
My point is: I'm not leaving UK, as breaking all my ties with UK. I'm leaving like for long holiday and I want to keep everything. Because when I come back from the long holiday, I'll be coming to UK, not anywhere else.
And I want to know, how can I keep my residency address, but not paying council tax. Because, in my opinion, I won't be using council services, while on the holiday. Am I wrong?

Right, it makes total sense what you saying. In case of one month holiday, it's unreasonable to get Council Tax discount. But suppose, I'm going on indefinitely long holiday. What would you, as a solicitor tell me, based on your knowledge and experience: does it make any sense to pay Council Tax? And is it reasonable to pay it in my situation? If you tell me there's a way, perhaps a similar case from past, how to avoid it, I'd be grateful. Or if you think that to fetch £300 a year to keep my residency is modest sum, it's fine. I've contacted you to get advice how to avoid Council tax, if you think the only possibility is through complaint, is there anything I should or shouldn't mention to win the case?
In my opinion, Council tax is useless in my borough. But I can't write them this. I don't how to reason my argument, because I don't the legislation. Is there anything you could point me to? Or how to structure and reason my complaint?
