New Neighbour parking on their drive but right in front of my lounge window, not only is it intrusive but very upsetting. Can they do this

If they are parking on their drive then I'm afraid they are free to do that.

There is no duty not to park in front of your window I'm afraid if indeed they are on their own driveway.

I'm very sorry if that is bad news but that is what a driveway is for.
