Jo, I've just found out that someone I work with has received

Hi Jo, I've just found out that someone I work with has received a Notice of Fine and Collection Order relating to two offences: criminal damage to property valued under £5,000; and assault by beating. The Notice orders them to pay £1,700. Does this mean they have a criminal record? Sorry if that's a stupid question!

Yes, that would suggest they do. Criminal damage is a tort as well but collection orders relate to fines for criminal offences.
