1. You can report this offence to the police in England. Essentially, anyone who seeks information which seeks to prevent the prosecution of a crime or anyone who seeks to find out who initiated a complaint which leads to a prosecution is committing the criminal offence of perverting the course of justice. So leaving aside the obvious blackmail angle, a criminal offence is being committed here in the UK by a UK person. So the British police have an obvious interest in this matter irrespective of the Thai angle which amounts to blackmail if carried out. So you should report this person to the police in England for perverting the course of justice and for blackmail. Complaints about perverting the course of justice and blackmail are made to the police as there is not a specific body tasked with investigating these forms of crime.
