If the Bank account is in your Brother's sole name, then his widow is guilty of fraud if she carries on withdrawing money from it by signing your Brother's signature.
What needs to happen is that his widow should apply to the Probate Registry with a "corrective account" to say that she is now aware of this extra asset in his Estate, and as Administrator of his Estate, she can then go ahead and close the account, and distribute the monies in accordance with the rules of Intestacy.
