Your daughter and her co-tenant are likely responsible for paying the utility bills of the property (check the tenancy agreement to be sure). If there are amounts oustanding and the utility bills are in the name of your daughter and her co-tenant then the utility providers will pursue her for the money. Demands will come and ultimately the may swtich off supply and get a warrant for distress to take the personal property to meet the costs outstanding.
If you daughter shows goodwill and pays half of the bills and engages with the provider and keeps them updated then that will by her some grace and favour with them. It really is better to be proactive with these things.
It could also entitled her landlord to terminate tenancy agree under ground 12 of the Housing Act (although this is at the discretion of the court) upon giving two weeks notice. If the landlord does not find out about it then this will limit her exposure. If the Landlord does terminate then he will pursue your daughter, her co-tenant and guarantor for the rent arrears outstanding.
If though she manages the utility provider well and agrees a payment plan with them then it should not become an issue. Dealing with the provider is the priority here.
You daughter is otherwise bound to her tenancy agreement until she terminates it in one of the ways permitted (eg. expiry of fixed term with notice or break clause).

We have passed referencing for a rental and were sent the contract last night to sign. We did not sign it yet as the property is currently furnished and landlord is supposed to remove furniture but have yet to confirm a date (We want a date in writing to not be stuck with furniture for months on end). This morning the contract was voided and the estate agent expressed the landlord wants us to now provide a guarantor. He has also changed his mind regarding the furniture and wants more or less all furniture to stay in the property. We agreed to make an offer on this flat and proceed with the references and holding deposit on the condition that the flat would be unfurnished with the except of one sofa that would stay. We are supposed to get the keys on Monday and the landlord is changing his mind and changing the terms of agreement. Is this legal? Can he ask for a guarantor this late? We expressed that the landlord would be breaking the conditions of which we gave a holding deposit if he wants furniture to stay as well, as we very clearly only agreed to put an offer on this property if it was unfurnished.
