under tupe regulations, how long after undertakings does the employer have the legal right before he can make changes to employees conditions,rates of pay,hols etc?

All the TUPE regulations do is to transfer all your rights and contractual obligations from the old company to the new one.

Neither your old company nor the new one can change your contract terms without your permission.

However, if they ask you to agree to a change in your contract which is 'necessary' for business reasons (including because of financial constraints) and you do not agree to your contract being changed then they can ultimately dismiss you. Depending on the circumstances this may or may not be redundancy entitling you to a redundancy payment.
