i have split up from my partner but we are currently joint tenants on a council property in north wales, i want to move closer to my family and i wanted to know how i can do this without making myself intentionally homeless can you help?

I'm afraid the pressure on social housing is such that this will be an issue for you. There isnt a way around the intentionally homeless point.

Can't you stay with relatives or friends while you wait for a council house? Or couldn't you rent privately?
