Harrassment is a criminal offence which is very difficult to prove without evidence.
This is usually available in the form of text messages or from itemised telephone bills.
As an alternative, dated photographs showing him hanging around your home would be a great help. Finally, any witnesses who have seen these instances and are prepared to get involved should be to make statements.
Start keeping a diary and log every single incident.
