This area is regluated under previous legislation, soon to be superceded by the Further Education and Training Act 2007; you must set up a college according to the rules as an educational establishment, and submit to QAA and Ofsted inspections.

You also need to be Qualification and Curriculum (QCA) authorised to award qualifications.

Further your tutors should be registered trainers, with a recognised teaching qualification.
It is possible to train specifically to be an NVQ Assessor but merely assessing an already offered course does not seem to match your requirements.
