VerifiedI have to admit, I have not heard of this. There is no offence that I can pick up on here. They only have a right to take DNA at the time of an arrest. They have a right to retention, but not to update DNA.
I would suggest contacting a local solicitor with this one. In the mean time, I am pretty sure you are under no obligation to give them your DNA. I would advise that you do not make any appointment before seeking a local solicitor to contact them.
If their officers are incompetent enough to lose a DNA sample then you should not give another. My guess is that officer is trying to save their own back by re-obtaining your DNA. Again, contact a solicitor and in the mean time make no attempt to contact the police until you have spoken to a solicitor.
