As your mother had died intestate her estate will be settled using the laws of intestacy, as she has no surviving spouse the estate ie property would be split between the offspring equally, your brother and sisters would have a right in the property.
The person who is the executor of the letters of administration - the legal document you would need to close down bank accounts etc would have the authority to determine what the most appropriate way to settle the estate would be.
