The young man is able to seek his own legal representation in the event that he wishes to bring his concerns to his mother's attention and ask that she modify her behavior.
He will be outside the eyes of the Court now as he is considered to be an adult by them, and you may have found that social services did not offer a great deal of assistance for the same reason?
He may want to contact the police, but again they may not be able to do a great deal as he is not a minor and his mother's behavior is not strictly outside the law.
If he does not wish to remain in the home, it may be that he considers other housing options and the local authority could assist with that.
I know it has not been possible to give you any concrete advice but given the young man's age there is a limited amount that agencies may do to assist.
