The district registrar has asked one of the two witness on my late fathers unproved Will to attend the registry to give evidence (presumable to testify to the validity of the Will) prior to granting of probate. However none of them can attend. One is overseas
and the other is 'too busy'. What is the next step in such a situation?

you will need to take the matter back to court to determine whether there needs to be a video conference with the person overseas to give evidence or whether to witness summons the person who is /too busy'. This will rarely be an acceptable excuse for the Court
