My mother had just received her decree Nici, in England, but died before the Decree Absolute was awarded. Does that mean she is still legally married and if so, would her husband be responsible for her outstanding legal fees?

As your mother died before the decree absolute then they are still married. Normally any fees would come out of the estate. You should of course notify the husband and see what he proposes.
