Hello, I hope the following assists you.

No you cannot fit a tow bar to a 2007 Ford Ka.

Any car sold after August 1st 1998 must be European type approved, the manufacturer applies for this and states if the car will tow and the capacity. To gain approval for towing the tow bar mounting points must be built into the vehicles chassis. The Ka has no such mountings so is not type approved for towing so mounting a tow bar to a 01/08/98 onwards Ka makes the car illegal.
