No cold air blowing from the a/c system on a '07 CVPI. Fan

Hello. No cold air blowing from the a/c system on a '07 CVPI. Fan works on all speeds. No cool air from "a/c" or "max" setting. OR even when on the "Vent" setting; only warm and then hot air when the car is moving.
JA: Have you checked the freon? And do all the fuses have power?
Customer: Freon is good, all fuses and relays have been replaced.
JA: What is the model of your '07 Ford?
Customer: Crown Vic Police Interceptor
JA: Are you fixing your Interceptor yourself? What have you tried so far?
Customer: Yes. Nothing invasive yet. Only changed the fuses and relays. Compressor lines are cold to the touch traveling to the condenser and to the firewall
JA: Anything else you want the mechanic to know before I connect you?
Customer: I guess not, thank you.
