Hello and welcome to JustAnswer!
If the compressor, ECM and control head have been replaced and the system is properly charged then I would first suspect the pressure switch. If it's reporting pressure is abnormally low or high then it will prevent the compressor from engaging.
The evaporator temperature sensor is another good possibility. If it's reporting that the evaporator is colder than it actually is then the compressor will disengage.
