If there is no response from the central locking, and there is no response from the manual handle some good firm upwards jerks might encourage the latch to move.
However the only way to get at it should that fail is from the inside. Behind the trim there is two 15mm (from memory) bolts which hold the bar assembly which the latch grabs onto. Undo these from the body and the boot will open with the bar fixing attached. You will then be able to see the latch mechanism and assess whether there is any movement when you use the handle, there for the latch may be sticking. Many times though you will find that there is something, especially material which has been shut into the lock....

You mention in your answer a 'manual handle' the Pluriel hatch does not have a handle - it's merely a push button which releases the rear view window upwards and you can then pull the hatch boot downwards to access the back of the car.
Is your proposed remdy for the correct C3 model?

Yes - normally you would depress a type of 'push button' on the outside of the rear window trim downwards to release the inner catch which then allows you to lift the rear view window from this you can then gain access to the inner 'handle' to open and then fold down boot hatch.
I can depress this 'push button' but the catch is not releasing - I usually hear a 'click' when it works.
This happened last year in the cold weather and looks like it is doing so again this year?
This is despite spending a fortune at a Citroen garage at that time only to be told it was because the battery on the car was old this was after they had done a full electronic diagnostic check on the car, they then replaced the battery with a new one and in the process broke the retractable roof(!) - all at great cost to me - needless to say I do not use them for any repairs!
OK this microswitch is not a quick and easy solution I am afraid. If the key fob nor the pressing of the manual button are not working, then its the internal latch mechanism as they both activate the same latch.

You will need a mechanic or auto electrician to fit it as the interior boot trim will most likely be the only way to access the latch mechanism
