hi cooling fan not working on a subaru impreza turbo 1998 , i here off 2 green wires under dash were abouts are they

The 1st thing to check is the radiator fan switch which screws into the side of the rad and this turns the fans on and off directly. any parts factor should have a replacement.
There should be a 12V feed to this with the ignition on so this can be checked with a multimeter

Also ensure that the coolant level is up to the mark when hot as if low then the sensor may not be seeing any coolant washing over it.

And make sure the green diagnostic connectors are not plugged together, these live under the dash behind the coin holder
